Japanese term for gropers / molesters, particularly those who feel up girls (and more) in public transit, subway trains, and buses.

Chikan mean groper, and for many people, this sort of thing is straight up rape and is illegal. However, Japan is a bit of an odd place, and many things that would be too offensive for other places seems to be somewhat tolerated or accepted in Japan. There is a real problem in real life with girls getting groped, fingered, and even fucked in public transit, which truly is rape. Most girls by the time they graduate high school have been molested in public transit in some manner, which is truly shocking.
